The Power Relay is a facility that XCOM can construct in any room in The Avenger. It provides power, a resource which is required to construct, maintain, and operate other facilities aboard the avenger. The power relay requires no technology to construct.
A newly-constructed and unstaffed power relay provides 3 power. The Power Relay has a staffing slot which can be occupied by an engineer. When an engineer occupies the Power Relay's staffing slot, the relay will provide an additional 5 power on top of whatever the power relay was already providing. The engineer can be removed from the staffing slot and reallocated to other tasks only if the loss of 5 power capacity does not put the power capacity below the avenger's current power consumption. If there is not at least 5 points of leftover power capacity, it is illegal to remove the engineer. Similarly, if scrapping the power relay would put the Avenger's power capacity below its current power consumption, it will be illegal to scrap the Power Relay.
Power Relays constructed in the same room as an exposed power coil provide an additional 7 power.
