The Barber station can be created once you've found the second trader, Hildir. This does not require the completion of her quest to build.
The Barber kit can be purchased from Hildir for 600 gold.

The Braids of Strength are a reference to the popular Swedish character Pippi Longstocking (Pippi Långstrump in Swedish), a character with incredible strength who originates from the same country as Iron Gate Studios.
