In addition, the Sustainable Travel and Tourism Study will assess the impact of the new GSA Federal Travel Regulations on destinations, cities, and venues where government conferences and meetings are held.

An attachment to the Joint Federal Travel Regulations added in late 2008 authorizes a short-distance move of household goods for servicemembers forced to relocate because the home they were renting foreclosed.

It also revised the definition of incidental expenses, to match those in the Federal Travel Regulations.

Based on the whistleblower suit and its investigation, the United States alleged that from 1997 through 2003, ORACLE, one of the world's largest enterprise software companies, had submitted false claims for payment for computer training to a variety of government agencies arising out of a Master Contract between ORACLE and the General Services Administration ("GSA"), including by: (1) billing to and collecting from the federal government in advance of providing training services; (2) "expiring" (meaning forfeiting to ORACLE) millions of dollars paid in advance by the federal government for training services which were not used within a one year period; and (3) failing to comply with the Federal Travel Regulations in billing the federal government for travel and expenses.

The Federal Travel Regulations have been amended by a final rule effective October 1, 2003, to increase the incidental expense allowance under the per diem expenses from $2 to $3 for all localities (Federal Register, August 29, 2003).

Other changes to the Joint Federal Travel Regulations (JFTR) greatly expanded options and alternatives available to service members.

As one step to further improvement, DTMO continues to push the GSA to implement the mandatory program requirement in the Federal Travel Regulations, the policy regulations that govern non-DOD agency travel.
