The
balloting process, happening for the first time in Pakistan Railways (PR), for posts of grades BPS 1 to 5, was following a notification by the Establishment Division issued on June 17 , under the Civil Servants (Appointment, Promotion and Transfer) 1973 Rules, (Amended), on the orders of Prime Minister Imran Khan.
In a statement he said new dates of
balloting will be announced in light of Supreme Court's orders.
In its recent meetings, the CDA Board has approved the new Standard Operating Procedures introducing various corrective and preventive measures to make transparent the process of
balloting for plots, Hajj and others.
Election Assistance Commission (EAC), more than one million voters in 2004 and more than six hundred thousand voters in the 2006 general elections were able to vote and have their votes counted because of provisional
balloting.
The fluidity of the population makes
balloting by mail hard to organize even under honest management; often people in certain political target areas (like Democrat-leaning Little Haiti in Miami) have complained that their absentee ballot applications have been mishandled or gone unprocessed altogether.

This was Election 2004, both during early
balloting and on Election Day.
Before the
balloting closes, the independent tabulator is prohibited from disclosing to anyone, including the Institute, any information regarding the status of the vote.
* To ensure
balloting is secret, each voting member will be instructed to place the envelope containing the marked ballot inside a return envelope, which is to be signed by that member and returned to the independent counter.
