As a strategy to help secure unanimous support for Senate abolition, I would propose that, in exchange for securing the unanimous support of the provincial governments for Senate abolition, the Prime Minister make a commitment to introduce a motion to constitutionally entrench a federal-provincial-territorial Council of the Federation and to require one First Ministers' Conference annually.
