May I ask if there is any chance to make some specific NPCs to equipped with some of the New Vegas weapons?

Such as some of the Brotherhood of Steel and Enclave troops equipped with the Assault Carbine, Marksman Carbine, Light Machine Gun, and 12.7mm submachine gun (mix randomly with FO3 Assault Rifle/R91 and other FO3 weapons). I can give you more details about the rest of my ideas as well if you're interested.

I agree that's possibly the main reason for all the messes.
And I might just to only mention some of those cut-contents materials also in my future topics because there are just... SO MANY of them, lol.

Well, there was a 'Großdeutschland' skin mod on the Nexus website. And luckily that I had already downloaded it (with some other skin mods) before Nexus decide to purge most of its contents, so it's possible that my future textures mod will be featured with the modified version of GD skins also.
However, due to a lot of busy stuff here... so I afraid it's gonna quite a long time before I can get back to modding stuff again.

I also create quite many German skins, you can check them out in its 'Extra Textures' folder. Recommend you to check on the 'German Bodies' and 'Nordland' subfolders inside.

UPDATE: This is my sole mistake, STEAM version is 1.7, not 1.6 ver. So it's probably because of some materials or codes from the STEAM version that deathwarrior700 had provided me. But you can try 1.6 ver to see if it works or not if you like!

Holy... El_Zonko's review is unbelievable... He's surely misunderstanding me and looks like if he tries to excuse me and everyone who have played this mod for supporting war crimes that many of Red Army soldiers had really done during the last year of WW2 in Germany or something like that.
Well, as for me, I have already mentioned before, all my effort on this mod and the others is just only to IMPROVE the AUTHENTICITY for the game! I'm seriously have no intention to praise any faction or what they've done.

1) Engaku-ji (Okinawa) temple's 2 main buildings (only the front gate building and Hôjô-kyô bridge appeared in the game).
