It's partly true, but consider screen space. The player needs to be able to see their environment without a weapon cluttering up their view. Also, technically the real life fps view the gun would be more central, almost looking down the site ready to fire.

Actually if you also count the screen distance towards your own eyes, it displays like that.
But if you count it towards the screen as the eye, it shows as the second screen.
I prefer animating by using the perspective of the first one, where i also count the distance from the eye to the screen
