There are several ways to assign a crew member to a ship:
1) More convenient and obvious - you just need to select a crew member (you can have several at once) and send him on board the ship, giving him the RMB order to move. It is necessary to click directly on the deck of the ship.
2) Through the inventory interface, open two inventory of the 1st and 2nd ship at once and drag and drop the icons of the crew members between the ships (the crew member will receive an order to move and independently, as a smart guy, will go to the deck of the selected ship)
Note that ships have a maximum crew capacity, and if it is exceeded, a crew member will not be assigned to the ship (will not be taken on a flight), although he can run around its deck while the player is on the station.
