The grassroots movement began when four women--Nina Wilson, Jessica Gordon, Sylvia McAdam, and Sheelah McLean--started organizing local teach-ins in Saskatchewan about the impact, particularly for Indigenous peoples, of Bill C-45, the second omnibus bill introduced by the Harper government.

They were expressing their frustration on the legislation contained in the Conservative government's Omnibus Bill or Bill C45.

Bill C-45 or the Jobs and Growth Act is the second omnibus bill to be introduced by the federal government to further implement provisions of the March budget.

Congress has not announced a date for when the legislation will be considered by the fun House, and due to the contentious nature of the bill and environmental policy riders, the appropriations detailed in the bill may be rolled together with other appropriation measures in an omnibus bill later this year.

As was widely expected, many farm group officials agreed that crop insurance should be the focus of risk management programs included in the omnibus bill ahead.

And, under the new crime omnibus bill, the Minister is given expanded powers to deny transfer requests in the future.

Through the Consolidated Appropriations Act 2012--an omnibus bill that Congress hurriedly passed in mid-December--Title III B funding meant to strengthen HBCUs got scaled back by $8.6 million to $228.4 million for fiscal 2012, compared with $237 million in fiscal 2011.
