    Tested using Special K v24.6.20.1. First noted the game's FPS was capped to my monitor's refresh rate despite not capping the framerate in or out of game. Then decided to see if the Refresh Rate setting did anything with Vsync off. Noted the change in framerate exactly matched whatever value was set by the Refresh Rate setting.
