You activate it if you go into the mod folder and edit the mod_info JSON. Change the game version to whatever version you are using, in my case it looks like this: "gameVersion": "0.96a-RC10"
Well it works right now without issue so there is not pressing reason to update it.
I have been working on-and-off at a complete overhaul with much better backgrounds for about a year now. It will feature more than double the amount of backgrounds and a lot of tweaks to the way custom planets are added. Additionally a few of the special conditions will be made unique rather than random so that they can be hand-placed in interesting systems.
Sadly I have so many other mods in much higher priority so it never got to the top of the list yet.
