Update January 9, 2022: Mod has been discontinued. I no longer play this game, so I had not updated this mod since 2019. There are other mods on the site that do the same thing and are current. I'll set the mode for this mod to hidden, so if anyone manage to find it just read this message.
Once again if you want to try troubleshooting the XML files and update the mod you are welcome to it, but SGM Janus has updated the mod that does the same thing "Fix the armor light perk". I recommend downloading his mod.
