Update: Nvm just needed to rename dxgi.dll to d3d11.dll
i.e. CSGO apparently prevents itself from running if a reshade is detected. Reshade uses a DLL hook to tap into the renderbuffers and the same technique can be abused for things like rendering hacks such as wallhacks or player shader modifications for triggerbots or anti-invisibility detection so I'd be cautious about using reshades when playing multiplayer, you might be able to get away with it but run the risk that one day you'll be autobanned.
edit: the only safe way to reshade without possibility of being banned is something like https://reshade.me/forum/general-discussion/4466-any-way-to-use-reshade-shaders-on-windows-desktop where you basically have a separate directx window with a reshade on it that in realtime reads the current thing displayed on the screen and reshades it while simultaneously providing click-through functionality. Very complicated to implement and you would have to disable effects that normally rely on the depth or normal buffers.
