Thanks for identifying these! It was also a good idea to just use FO4Edit to copy the changes back to the original mod. I did that and endorsed this mod too.
Q: Is this safe? / Will it break my mods? A: Generally speaking yes. If the file actually has FormIDs that are invalid for an ESL flagged file, xEdit will refuse to let you save the file after trying to set the flag. If you can set it and save, you can rest assured it will work as expected at the time of conversion. In general, if xEdit with the -PseudoESL argument says it can be made to an ESL, it is safe to do so. Great pains were taken by ElminsterAU and gang to do proper checking and validation of the criteria before stating it could be done so.
If his FormIDs in this patch mod are outside of the accepted range for ESLs, which they may very well be considering the mod he is patching, then ESL might not work without compacting the FormIDs in the CK prior to saving as ESL. But then, if he did that, the FormIDs would no longer match the master-mod's FormIDs and the patching it does would amount to absolutely nothing as they wouldn't work at all.
But you can certainly use that link and do it yourself in FO4Edit. It isn't very difficult, I mean, if it is THAT important to you. Seriously. "Would download and endorse if it was esl"? Dude makes a mod to patch problems in a mod you obviously use and your response to that was that? Instead of being thankful to someone for doing the work to make a FREE mod to fix problems in another one?
Sometimes, people amaze me. In the worst possible kind of way... and the author of that guide to make ESLs from ESPs said the same thing and I need to share this:
PSA / Attn. Mod Users: * ESLs are new to modding, the ability to easily convert "some" mods is brand new to the Modding Community, this applies to Mod Users and Mod Authors. * Some mods cannot be converted to ESL at all, while others may require advance techniques, these techniques have to be learned, and at this time there is no definitive guide for Mod Authors. * Don't be that ungrateful and self entitled user that complains on a Mod Author's page because they don't have ESL versions available.
Just dont compact your formIDs in the CK - that could make all of the patching this mod does 100% useless, since the formIDs might no longer match the original mod you're patching.
Wondering if anyone else has seen an issue with Synth patrols being neutral and not attacking when you are not friendly with the Institution. It could be one of my mods interfering but I have not figured out how.

Thanks for the tip, I'm just using it as an esl-flag at the moment, likely get it into my next guide update.
