this together with fuji env and nova lut is pure gold. Not overly saturated, a bit more cold and dystopic without being too dark at all. I found my favourite reshade and visual combo.
Instructions are right at the bottom of the description page: This is a RESHADE so make sure you install RESHADE per the instructions. Works with the latest version for me at least.
INSTALL
1. Download ReShade 5.9.2 from here: ReShade 5.9.2. The game may crash with other versions. 2. Install ALL the shaders by clicking twice on the "Uncheck all" button. 3. Download and unzip the preset(s) into your main folder where your ".exe" is located. (Cyberpunk 2077>Bin>x64> THIS IS WHERE YOUR .EXE FOR THE GAME IS LOCATED, at least it is on GOG) 4. Launch the game and press "Home" to bring up the Reshade interface, you can Skip Tutorial. 5. Choose the preset in the upper bar on the interface then press "Select". 6. Optional: If you don't see a difference or looks weird, you have to set the depth buffer in reshade "Preprocessor definitions" like this: ReShade Depth Buffer Tutorial. 6. Enjoy and endorse if you like it!
Not quite sure how to get a similar effect. We install: 1. GITS 3.0 but what version? Fuji ? Fuji + ENV ? 2. Nova Lut Pure 2.2 but without ENV or with ENV ? 3. Nova LUT Ultimate Graphics Reshade Is it correct or there is another steps?
I'm using Nova Pure 2.2 with GITS Fuji ENV and it has been the best combo for me and I'm also using HDR.
You're not forced to use a specific LUT, try them out until you find one that fits the best or closest to what you like, and fine-tune from there. Legacy is close to Pure 2.2, so I don't see why it wouldn't work. I prefer GITS ENV so I wanted to stick to that.
Make sure you are executing it as "Run as Administrator" then make sure you're using ReShade 5.9.2 as listed. I'm using ReShade 6.0.1 (latest) working just fine.

The dude uses Nova Lut Legacy not pure, Vibrant or supernova
He also uses Env legacy and not Env Pure
