The main idea was honestly to just allow people to use the visual part of the set bonus (change face and health display etc) without being locked to using all the pieces of gear. This was especially obvious with Shantae where if you use the pirate hat you can't have show off the pony tail that you have in the portrait.
The set bonus stats already compensates heavy for the lack of stats on the other pieces of gear. The sets are competitive against other end game setups save the very top ones, and flat out beat almost any early game setups.
The Succubus especially is nuts, with only 1 accessory needed for the set bonus, so you can equip a Cursed ring, and you get silly high amounts of Str that I can just barely beat out with my old endgame build.
