Added an option to show Language Select Screen.

Organized the code.

Partially implemented a debug function which prints various in-game information as an overlay (called ScreenPrintf) and added an option for it.
Added an option to enable World Map hotkey (M) everywhere.
Added an option to enable Skip Track hotkey (T) everywhere. (Note: The option is experimental and may not work for all.)

Removed [VisualTreatment] section from the default config file. Functionality still remains if added back.

Added an option to use popped tire behavior from NFS Carbon.
Added an option to force maximum FSAA level, regardless from your GPU. (Note: The option is experimental and may not work for all.)
