Fast Play not responding correctly in settings

I decided to go ahead and enable fast play and actually didn't like it. I changed the gameplay setting back to disable fast play and for whatever reason even though it shows disabled it still is playing as if I have it enabled. I tried repairing it to no avail and this morning I even uninstalled and reinstalled and it is still stuck on fast play even though I have fast play disabled.
