All players in custom franchise

Is there a way to mix superstars, and sml players in a custom franchise?

I know you can if you do the Shuffle Draft by selecting the Leagues you want to include in the draft.  Outside of that, you might be able to do that as a new custom league to do your franchise in, but not sure on this.
