Can you refuse to play for national

I know this might sound strange but can you refuse to play for your national team because I have been completing objectives to be eligible for another club but then I keep getting called up for useless friendlies that keep pushing me back in my objectives and it is really frustrating that I have to play even though I would rather play for my club in the league to join a better club
