[Asking for Info] Login Verification enabled, but Apex shows its not

Where did the issue occur? In the lobby (waiting area before the match)
Which part of the map or menu were you in? If you don't remember the exact name, please describe the area or what you were trying to do in the menu. trying to do the breakout event by trying to gift and not missing out on the reactive flatline skin. i did all the verification on ea but i am on steam and i still have the gift option locked. i am unable to link my ea to my steam as the email is deleted and cannot be recover but i signed ea and steam as the same email
What were you doing when the issue occurred? E.g. respawning a squad mate at a beacon, using an ability, a squad mate left the game. trying to do the breakout event

How often does the bug occur? Every time (100%)
How severe is your issue? Major impacts to gameplay
What happens when the bug occurs? not able to get the reactive flatline skin
What should be happening instead? i should be able to unlock the gifting option
Steps: How can we find the bug ourselves? by allowing players to unlock the gifting option even if their ea verification is on

I am having difficulties trying to gift items. I have login verification turned on but when I go to gift an item it still says I need to turn it on. I thought maybe it was an issue with linking my steam and EA account. I tried that but I get an error saying I already linked the account and am unable to do so again. I attached some images to show the issue I am having. The main reason I am bringing this up is due to the free Flatline skin you can get by gifting items. If my issue is not fixed in time is there another way to get the free Flatline skin?
