There was a time when we were told that breaches, by the States, of the regulations of the federal authority were not to be expected; that a sense of common interest would preside over the conduct of the respective members, and would beget a full compliance with all the constitutional requisitions of the Union. This language, at the present day, would appear as wild as a great part of what we now hear from the same quarter will be thought, when we shall have received further lessons from that best oracle of wisdom, experience.
But if we are unwilling to be placed in this perilous situation; if we still will adhere to the design of a national government, or, which is the same thing, of a superintending power, under the direction of a common council, we must resolve to incorporate into our plan those ingredients which may be considered as forming the characteristic difference between a league and a government; we must extend the authority of the Union to the persons of the citizens, -- the only proper objects of government.
At that time, it should be remembered, the Western Union was the only corporation that was national in its extent.
From the first, the Western Union relied more upon its strength than upon the merits of its case.
One thing he fought for with all his buoyant strength was the
Union between England and Scotland.
WE HAVE seen the necessity of the
Union, as our bulwark against foreign danger, as the conservator of peace among ourselves, as the guardian of our commerce and other common interests, as the only substitute for those military establishments which have subverted the liberties of the Old World, and as the proper antidote for the diseases of faction, which have proved fatal to other popular governments, and of which alarming symptoms have been betrayed by our own.
Still continuing no less attached to
union than enamored of liberty, they observed the danger which immediately threatened the former and more remotely the latter; and being pursuaded that ample security for both could only be found in a national government more wisely framed, they as with one voice, convened the late convention at Philadelphia, to take that important subject under consideration.
They accepted, and went through the big Halsted Street gate, where several policemen were watching, and also some
union pickets, scanning sharply those who passed in and out.
I hold that, in contemplation of universal law and of the Constitution, the
Union of these States is perpetual.
