PuzEdit is a Portal 2 map and puzzle editor, based around the Perpetual Testing Initiative Editor currently built into Portal 2. It comes with all of PeTI's features, with custom package support and is easily expandable.
It will feature a fully featured 3D editor, made with Unity. You can move faces and construct your chamber with the push and pull tools, based on a 128x128u grid. Items will be able to be placed on a smaller 32x32u grid, allowing more precise placement that the current Puzzlemaker cannot produce, even with heavy modification.
BEEmod packages will not be supported natively, but it will likely include a BEEmod Package ⇄ PuzEdit Package converter.

PuzEdit now has its first alpha release, allowing you to build and compile your own puzzles! It is currently in a very unfinished state, with many important features missing from this build. These will be implemented at a later date!
New features will be released with subsequent builds over time as I create them. Some soon-to-come features include item rotation (pedestal buttons really need this), fizzlers, catapults, fast-compiling, and the rest of the PeTI editor's base features.
The end plan is to make the Godot project for PuzEdit open source, allowing others to contribute to the tool. This is not happening just yet, though, as I still need to make large structural changes to the code. It has been built up over a long time, with quite a few questionable decisions made along the way.

Hey, The mod sounds great, or is it an application? Also can you add support for Half-Life Weapons, Like how portal one has Impulse 101. or at least the Gravity Gun for mods of Portal 1 or 2?
pretty sure you would have to ask valve for the source code for portal 2 to be able to mod something like that, with source 1's current modding tools we are only able to make maps and modify other things but adding new mechanics that arent already in the game would have to be done from scratch, which you would need the source code for.
This is not possible. With heavy vscripting, a package could be made, but this will not be featured in the base program.

About how much of this is done so far?
Not a lot, but the core is there. It's likely I'll go back and redo some stuff again though.
even though I make maps in the editor "valve hammer " I'm still interested in trying out this puzzle editor.

Le epique. Do you plan to add an abillity to palce visual stuff, like decorative props and such?
No. I do not currently plan to add any visual additions (or styles, for that matter) anytime soon. However, I do plan to make PuzEdit highly modular, allowing for custom items and things like that.

One suggestion, maybe try contacting the portal 2 community edition developers? They're gonna remake the portal 2 workshop tools, but it might be a good idea to implement this at least on the alpha stage, as to get maybe a different puzzlemaker.
I'd like to do that, but I'd need to be under NDA by Valve, along with having C++ experience and being over 18. This will be in C#, and it will be an external tool.
