The ReloadInterface() function in lua will reload the game's interface (duh) and any installed plugins. Its incredibly useful to have bound to a quick command, and generally that becomes /reload. This plugin will map that command for you.
This is not neccesary if you use Neoloader, Droidbuttons, mdi-targetlist, and several other plugins that do their own mapping. It will detect if Neoloader is present and disable itself, and it will show up in Neoloader's registry (enabling and disabling the plugin do nothing in neomgr)
