Unlocks skills and includes more skill points so you can unlock all skills at maximum level. Also affects AI.

unlocks skills - when a character selects a main skill it won't lock the other skill, but the spec skill upgrade and battle field abilities still will lock the other one. Also included more skill points so you can unlock all skills at maximum level. Also affects AI.
To use: manually put the file in your Troy's data folder and it will activate automatically. If you want to deactivate it you will need to move it out of the folder.
