While I have spent a long, long time listening to various game files to determine where the pesky voice is, there is a chance that one or two remain. If you are aware of any that still remain, please comment here with what she said, who she said it to, and where the interaction took place. Thanks!
We're currently looking for one file in particular: the dreaded "You must gather your party before venturing forth" sound file. There is a file in narrator/ called "gather_your_party_0001.wem" which, by all reasoning, should be that file - but it isn't! You can silence it, delete it, replace it; the sound clip still remains! It must be somewhere!
If anybody manages to find that one particular file, I would appreciate the knowledge. I'll continue to search on my own when I have some spare time, too :)

I believe I have located the "You must gather your party before venturing forth" file that is causing the game to not use the modded one. It is packed along with thousands of other .wem files in the global.bnk file, which is located in the Audio\Windows folder. It is named 0179.wem. Also located in that file are the entire introduction done by the narrator at the start of a new game. I don't know if you would also be interested in those, but here they are just in case:

1704.wem
2781.wem
3258.wem
I'll keep an eye out for any more of her dialogue. :)

Sorting through it all now. Gotta convert the whole bank to .wem, then .ogg, then .wav, and back again so I can repack the whole thing with the modified files!

I have gone through the effort of getting to a point where I can create the new soundbank. However, there's an issue:
I do not have a licence for Wwise. Thus, I can't pack the 3,635 files back into the soundbank... I can only pack 200.
Bugger.
After a bit of trial and error I was able to repack all 3,636 files into a .bnk. However, while testing replacing the "gather your party" .wem with the modded one, I was given a warning that in order for it to be compatible it would have to be exactly the size of the original .wem file. I let it create the .bnk anyway, but no matter how many times I tried to get the audio to play in game I only got silence. The intro dialogue that I left untouched did play without any problem, so maybe if the file size matched for the modded file it would also play?
I'll list what I did, so if you want to try out the program as well you don't have to waste time trying to figure it out:
1. Run RScanner.exe
2. Click New Scan and select the global.bnk
3. Extract All to a separate folder.
4. Replace .wem files with the modded ones (the file names are different, but the numbers seem to be the same. So, 0179 is now file0179.wem)
5. Click Combine and select the folder that all the .wem files were extracted to.
Then it should create a new .bnk file.
I'll run some more tests on my end, but I figured I'd let you know as well and see if you have better luck than I do.
It's better than nothing, given that the ultimate goal is to silence the narrator. Will see if I can replicate what you did and pack it into the mod - thanks for the tips!
I'm getting the same issue as you, "The file size must not be larger than the original..." It won't let me re-pack it at all, however.
Any ideas?
P.S. If you like, I could send the modified .wem files to you if I'm unable to pack it for some reason? :) You'll get credit on the mod, naturally
I'm not sure, but when I repacked, the .wem I replaced was a bit smaller than the original. "The file size of "File0179.wem" is smaller than the size of the originally scanned part...", is the message I get and it recommends "padding" the file to maintain compatibility. Maybe that's why it isn't letting you do it? Either way I'll give it a shot when you send the files, you never know.
Yeah, I'm not sure how I ended up with .wem files LARGER than before. I'm presumably using the same software that Obsidian used so it's peculiar that it would end up larger.
