This mod adds a Suspicious Briefcase to the Lucky 38 Cocktail Lounge. Investigating will allow the player to obtain Stealth C4 and a Camera Detonator, this will allow for NPCs to be killed without the player being blamed. With the Tale of Two Wastelands patch, a second Suspicious Briefcase will be added to the Citadel Lab so that the stealth explosives can be obtained in the Capital Wasteland. The first Suspicious Briefcase interacted with will disable the other.
To use, drop the Stealth C4 (it will appear in the Aid tab, consumption is ill advised) near your desired target, equip the Camera Detonator, and take a photo of the Stealth C4 to trigger the explosion.
In order for me to get this mod to work, primarily for preventing the guards from getting angry from you for having a weapon out when you shouldn't, I had to modify the same scripts used by the game to do the same for the Codac R900 that you get from the Classic Inspiration sidequest: BoulderCityMemorialTriggerScript, VCG02TargetSCRIPT, vDialogueGomorrahScript, VFSNCRCombatScript, VFSNCRFightPlayerScript, VHDKimballSpeechSCRIPT, vTopsSecurityScript, and vUltraLuxeSecurityScript. Fixes from YUP were carried over where applicable, and JIP LN NVSE Script Runner was used to add the weapon to the necessary formlists via script without requiring a quest.
