Turns out you can do the same thing with lStewieAl's Tweaks but with better implementation.
Just edit iConsoleKey parameter from zero to the desired key number from this page.
The only difference is this mod just adds additional hotkey while lStewieAl's Tweaks truly rebinds it from ~.
Preconfigured option is now available for download.
