This (or another mod manager) is needed for load order management, as a game update caused this mod not to load until I downloaded and used Wrye Bash to lock the load order.

Alternate choices in the current wait menu of 1 hour, 2 hours, 4 hours, 6 hours, 8 hours, 10 hours, 12 hours, 18 hours and 24 hours. Just a personal preference that feels a bit more balanced to me.
Unzip with 7zip and put the AlternativeWaitingOptions.esp file into the Steam\steamapps\common\Oblivion\Data folder, then activate it in the launcher's Data Files section (it should be under the translation.esp in the load order) and click save changes.
