Better for optimized while staying logical

Change :
More unlock Skill  ( All 2th Skill can take with no condition except Lightning Dash )
Beter condition for unlock Ultimate and hybrid skill (only Need 1 of 3/4 Skill , Folow Arrow)
Reorganization Magic Ring upgrade for possible take only range upgrade or only shock upgrade
