Turning down a bunch of Unreal Engine stuff to make the game "playable" on lower end hardware- even Intel UHD graphics. I don't know that absolutely everything in there is having an effect, some of it might be placebo, but most of it is.

If you wanna go even more potato at the risk of making the lighting so bad you can't even see properly then set SkyLightingQuality and EyeAdaptationQuality to 0
Oh, and this should go without saying but you should already have manually turned down all the settings from the in-game graphics settings menu and use FSR. The config file will not do that for you.
