DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce

General Statement of Duties and Responsibilities

DCAMM is seeking an experienced and energetic Project Manager to join the Office of Planning. The Senior Project Manager will have responsibility for a wide variety of project types for various user agencies including the State’s higher education system, the judiciary, public safety agencies, human services, environmental agencies and state offices. Projects will include feasibility studies, strategic master plans, building studies for new construction, renovation and repairs, system-wide condition assessments, innovative project delivery and long-term capital planning and program implementation.

The Senior Project Manager will lead teams of planning and design consultants, DCAMM colleagues and user agency representatives, as well as other stakeholders, to develop creative and strategic solutions to capital facility needs. The work involves gathering, analyzing and presenting data, developing and evaluating options and building consensus to inform capital investment decisions.

As the team leader, the Senior Project Manager has significant responsibility to determine policy for capital investment and to recommend broader policy improvements to User Agency leadership. They will work closely with leaders in state government to guide capital investments decisions to support agency mission and improve service delivery in the Commonwealth.

Duties And Responsibilities

  • Manage planning, architectural and engineering consultants to ensure that all parties are working appropriately towards the same goal -- staying on schedule and budget and ensuring quality. Establish Total Project Cost and review project budget estimates for accuracy. Take responsibility for ensuring the technical feasibility, design quality and strategic approach for all capital investment recommendations on assigned projects.
  • Manage the preparation of capital improvement programs for state facilities; Coordinate efforts between DCAMM offices, and between user agency staff, and outside consultants, as well as community stakeholders.
  • Oversee and guide the preparation of studies and reports for capital projects; make recommendations and prepare and present to senior staff and at leadership briefings.
  • Review and evaluation of design/consultant firms to the Designer Selection Board and RFR Committees; designer evaluations upon completion of study phase.
  • Recommend schematic plan to be used for design development of preliminary plans and specifications.
  • Recommend approval of preliminary plans and specifications, including cost estimates.
  • Recommend modifications to design documents based on compliance with applicable codes, standards and construction industry technology and project goals.
  • Recommend approval of project budgets and project schedules.
  • Recommend contract modifications during the design development.
  • Draft policy/procedural modifications to enhance production.

Preferred Qualifications

  • 10+ years of increasing and broad responsibility in planning, project management and portfolio management, including exposure to public construction, preferably within the Commonwealth
  • Experience in managing multiple, complex projects involving feasibility, budgeting, programming, report preparation and project monitoring.
  • Ability to exercise a high degree of independent initiative in overseeing assigned projects, supervising consultants, motivating others and solving daily conflicts and problems that occur.
  • Thorough knowledge of and experience in programming, planning, design and construction of buildings, staff management and client coordination.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
