Principal, IT Project Management - Business Continuity

Summary

Establish governance to direct and resource program to oversee all Baylor College of Medicine Business Continuity Planning / Emergency Response Planning interests within Administration and the Missions. Governance to align College strategic interests with practical resource constraints and to support intra/inter organizational interests -e.g., BSLMC, Affiliates. Work with Departments to understand and document Operational and Financial impact when critical business processes are unavailable - e.g., Treating Patients, Feeding Animals, Running Payroll, Educating Learners, Electing Benefits, etc. Facilitate development and enhancements to Business Continuity Plans across all departments expanding on previous efforts to ensure critical shared processes -e.g., Hospital Procedure Scheduling. Help business evaluate and select resiliency options which balance risk mitigation costs and protected interests. Present board/executive/leadership updates on operational performance and program enhancements, including but not limited to: findings from table-top walk-through exercises, status of BC plans across institution, planned process/technology improvements, planned table-top exercises, planned outage simulations, more.

This role requires knowledge of typical business processes and how those processes enable an organization to be successful. Understanding of strategic planning, risk management, portfolio management, project management, organizational change management and much more are needed for this program leader to help BCM identify where it has the most potential for Financial Loss and Operational Impact.

The individual selected for this role will need far above average interpersonal skills as the incumbent will work directly with team members training them on concepts and practices; will work will middle/senior management in reviewing plans, progress, gaps; will present to executive and board leadership on overall program health and related interests. Beyond interpersonal skills, the individual will have above average facilitation skills.

Selected incumbent will have a broad understanding of technologies which may be implemented to increase operational resiliency. Their technical experience will help the business assess mitigation benefit against potential loss and required investment to reach objectives.

Please note: while this position will draw heavily on Project and Program Management skills and experience, the focus of this role is Program Management of Business Continuity. All applicants should have BCP/DR experience, or the applicant’s cover letter highlights how transferable skills will enable the applicant to lead the BCM BCP Program.

Job Duties

  • Governance: Senior leaders and executives are to be engaged to provide resources to perform BCP work. Program Leader will chair governance meetings, lead project prioritization, drive resource allocation to ensure all departments represented, drive progress against plans, escalate risks/issues, provide overall program status.
  • Training: Leader will be the Subject Matter Expert on all topics related to BCP and organizational resiliency. Leader will need to train resources commissioned to do the work (BCP Coordinators); leader will need to train executives/leaders on key concepts - e.g., Return Time Objective, Return Point Objective.
  • Facilitation: Leader will need to operate and work well with line-level staff up to executives. Individual may present program updates to Board of Trustees as BCP is a Top 10 BCM ERM Risk.
  • The chief outcome of this role is to ensure operational readiness across all departments such that each department minimizes the operational and financial impact to the College. From a PMI perspective, Program Management requires:
    • Governance: individual will need to define all positions and will need to secure commitment to fill all positions - e.g., BCP Coordinators assigned to represent each department. Individual will facilitate development of BCP roadmap depicting the capabilities/accomplishments to be achieved in the next 3-5 years. Roadmap to be endorsed by governance body which in turn, ensures resources made available.
    • Training: incumbent will need to both develop BCM-specific training materials and will need to deliver training. Several training courses are needed including: Introduction to Process Mapping; Basics of Business Impact Assessments; Business Continuity Plan Development; Disaster Recovery Plan Development. Where possible, course work to be electronically delivered.
    • Facilitation: program leader will facilitate countless sessions to extract information about the business, to help BCM formulate plans to minimize impact and to table-top test / simulate disasters.
  • Exceptional leadership skills needed for this role. This position will have no direct reports but will indeed have responsibility to:
    • Lead BCP Coordinators across all interests from initial training, to completing BCP plans, to testing effectiveness. In 2023, 110 individuals participated in the BIA project. From that project, we expect to continue having +/- 100 people involved in an ongoing basis.
    • Provide leadership/executive updates to OIT and College Leadership, Info Executive and Info Exchange Committees.
    • Interface with other organizations - e.g., BSLMC, Affiliates - to facilitate inter-organizational BCP plans.
Minimum Qualifications

  • Bachelor's degree. Four years of relevant experience may substitute for degree requirement.
  • Eight years of relevant experience.

Preferred Qualifications

  • Bachelor's degree.
  • Master's degree in Business or Healthcare Administration.
  • Expansive experience working in an organization with 5000 or more employees in a central support capacity: HR, IT, Finance/Accounting, Facilities, Legal, ePMO, Administration, etc.
  • Additionally, successful candidate will have comprehensive experience working in the domain of Business Continuity which may include Business Impact, Continuity Planning, Disaster Recovery and/or Testing.
