Human Resources Associate

The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person. We exist to provide answers in support of families, victims, and community during times of profound need.

The core values of the OCME are to put the mission of the agency first, to be truly dedicated and to have integrity in every aspect of our professional life Under the direction of the Executive Director of Human Resources, the selected candidate will provide Recruitment, Labor and Payroll support to the Human Resources Unit at the Office of the Chief Medical Examiner. The unit's core functions include recruitment, onboarding/offboarding, employee discipline, labor relations, performance management, payroll, timekeeping, leaves, and professional development.

  • Generate confidential reports through HR systems for analysis and decision-making processes.
  • Handle collective bargaining increases and retroactive pay processes effectively.
  • Develop and submit job postings in EHIRE to attract qualified candidates.
  • Review candidate qualifications, plan, and participate in interviews as the HR representative for hiring teams.
  • Conduct agency-specific orientation sessions for new hires.
  • Prepare job offers, release letters, and other correspondence as needed.
  • Coordinate and attend job fairs, conferences, and recruiting events to attract talent.
  • Coordinate start dates with hiring managers to ensure a smooth onboarding process.
  • Facilitate civil service list actions for required positions within the organization.
  • Build and maintain positive relationships with HR partners from various agencies.
  • Handle grievances and disciplinary actions in accordance with collective bargaining agreements and agency policies.
  • Conduct investigations and facilitate resolutions to employee grievances.
  • Attend union meetings, including grievance arbitration hearings and collective bargaining negotiations.
  • Assists Payroll, Timekeeping, Leaves, Labor Relations, Recruitment, and other OCME-HR units accordingly.
  • Perform other assigned duties.

Minimum Qualifications

Qualification Requirements

  • High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
  • Education and/or experience which is equivalent to "1" above.

Preferred Skills

  • Knowledge of NYC City Human Resources Management System (CHRMS), Payroll Management System (PMS), New York City Automated Personnel System (NYCAPS), CityTime, and other personnel-related systems. 2. Knowledge of Citywide pay and leave regulations.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
