Foreign Trade Zone Lead – Salina, KS

Great Plains Manufacturing is seeking a Foreign Trade Zone (FTZ) Lead to join our Corporate Purchasing team in Salina, KS. The FTZ Lead is responsible in leading the daily operations of the Foreign Trade Zone (FTZ) for the company. Responsibility includes oversight of the FTZ Analyst(s) and provides direction accordingly. The FTZ must adhere to the compliance set forth by all related government agencies such as Foreign-Trade Zone Board, U.S. Customs and Border Protection (CBP) and the Bureau of Census as pertains to products imported and received into the FTZ.

This is a salaried, on-site position at our Corporate Offices in Salina, KS and reports to our Director of Procurement. Typical working hours for this role are Monday through Thursday from 7:00 a.m. to 5:00 p.m. and Friday from 7:00 a.m. to 11:00 a.m.

Primary Duties & Responsibilities

  • Manage submissions of FTZ filings to U.S. Customs. Filings vary and may be required daily, weekly, annually or other frequency as dictated by US Customs.
  • List of filings include (but not comprehensive): CF214, QP/WP, CF3461, CF7501
  • Manage the integrity of the data collected and maintained for FTZ reporting. Identify any issues with the data and correct, as necessary, according to the prescribed procedures and policies set forth for the FTZ.
  • Develop proficiency for all the tasks within the department. Able to complete the tasks timely during situations of unexpected absences, vacations and other similar back-up situations.
  • Provide guidance to plant staff and management on FTZ requirements to properly support the activities conducted on the plant floor and/or plant office.
  • Provide regular updates to their superior with regards to the daily operations of the FTZ. Updates should be initiated by the Lead whenever circumstances dictate the need for their superior to be informed for proper handling of any given circumstance(s) requiring action.
  • Work with plant management to ensure proper recording of inventory through plant activities and as required for accurate recordkeeping and FTZ compliance.
  • Serve as the Subject Matter Expert (SME) for FTZ operations. Serve as the ‘Go To’ person for the company regarding the FTZ for Great Plains.
  • Responsible to keep inventory records reconciled between the ERP system and the FTZ software. Research discrepancies to resolution to maintain balanced records and avoid issues with US Customs reporting and compliance. Reconciliations must be performed daily (or as required per department policy) by FTZ Lead or designee.
  • Effectively handle communications to/from the local Port Authority and internal management representatives.
  • Work with the Procurement team to maintain the Harmonized Tariff Schedule (HTS) codes on all related imported products.
  • Maintain a working knowledge of the K-Winc software capabilities to support the reporting, filing, etc. needs of the FTZ.
  • Serve as point of contact (POC) for 3 rd Party FTZ software. Engage their technical support services when necessary.
  • Coordinate planned or unplanned audits by the Wichita Port Director (WPD).
  • Comply to information requests by the WPD (or their staff).
  • Follow all Great Plains and OSHA safety regulations and wear prescribed safety and protective equipment.
  • Other duties may be assigned that require other qualifications, physical demands, and/or work environment.

Preferred Skills & Qualifications

  • Bachelor’s degree in Business, Logistics, or related field; or two to four years related experience and/or training; or equivalent combination of education and experience
  • Experience and/or understanding of manufacturing processes, bills of material, and inventory flow/movements is required
  • Understanding of the purchasing cycle from creation of purchase orders to receipt of inventory goods
  • Experience working with custom brokers, freight forwarding companies, HTS codes and US Custom duty assessments is a plus
  • Intermediate to Advanced level knowledge in Excel; working knowledge of other types of database software, as well as Word, PowerPoint, and Access
