What a joy to be featured in Climate Finance Fund’s recent strategy evaluation, alongside other heavy hitting leaders like BlackRock, The Climate Finance Partnership, The Hive Fund for Climate and Gender Justice, Clean Energy Credit Union, Adasina Social Capital, VC Include, The Greenlining Institute, and Climate Policy Initiative, among others. The report highlights Prime’s transformative work in integrating Diversity, Equity, and Inclusion (DEI) throughout our organization, a journey that began with crucial organizational effectiveness funding from the William and Flora Hewlett Foundation. With the insightful guidance of Desiree Adaway and The Adaway Group, this support has enabled us to establish robust internal DEI mechanisms, including a dedicated DEIB (Diversity, Equity, Inclusion, and Belonging) staff working group, diversity targets within our investment processes, and proactive management of social impacts and co-benefits across our investments. Additionally, the report underscores the growth of our Prime Impact Fund, which, with William and Flora Hewlett Foundation and Climate Finance Fund’s catalytic support, expanded from $50 million to a staggering $239 million through our second program managed by Azolla Ventures. Their early commitment to Prime was instrumental in shaping the early-stage venture capital landscape to prioritize startups with the potential for gigaton-scale climate impact. On April 16, 2024, the GIF held its semi-annual Advisory Council Meeting in Washington, DC which assembled the GIF’s public sector funding and technical partners and private sector advisory partners. The flagship event focused on exploring innovative ways to unlock private capital to implement the climate commitments of multilateral development banks (MDBs) for sustainable infrastructure development. For the last ten years the GIF has been the only platform working in with its member MDBs and private sector partners to structure and prepare sustainable infrastructure projects in emerging markets and developing economies (EMDEs), including for climate change mitigation and adaptation. The private sector highlighted the need to ramp up the development of bankable investment pipelines in emerging markets for private investment to close the investment gap for the SDG and global climate goals. Participants noted that scaling up the GIF is an efficient solution as it has played a significant role in closing the infrastructure gap in EMDEs – preparing 172 projects of which 27 have already reached close, mobilizing over $100 in purely private capital for every $1 of GIF project preparation support at financial close. Replenishing the GIF funding is imperative to facilitate and mobilize private sector mobilization at scale for the SDGs and climate action – as also called for by the G20 Independent Expert Group.

The IMF’s newly launched Global Public Finance Partnership (GPFP) will host the "Partnership Week: Domestic Resources for Sustainable Development" in Washington, DC on June 24-27, 2024, together with The World Bank and the Organization for Economic Co-operation and Development OECD - OCDE OECD Tax. Staff from the three multilateral organizations will gather with development partners in person and virtually to continue enhancing their coordinated support to countries through capacity development (CD) with the aim to improve public finances and mobilize domestic resources for sustainable development. The week will kick off with the 10-year anniversary celebration of the Tax Administration Diagnostic Assessment Tool (TADAT) – with 179 assessments to date helping countries around the globe to assess the strengths and weaknesses of their tax systems. The GPFP's steering committee and topical panels on fiscal CD will take place on Tuesday. The GPFP is part of the IMF’s response to the G20 call to help improve domestic resource mobilization in countries around the world. On Wednesday, the Partnership Week will feature the OECD’s Advisory Steering Group, as well as the World Bank’s Global Tax Program – multi-partner supported programs assisting countries in tax capacity building. The week will wrap up with the multi-partner Platform for Collaboration on Tax, a joint initiative by the IMF, the OECD, the United Nations, and the World Bank, with the objective to continue to strengthen collaboration on domestic resource mobilization. She will delve into how the Inflation Reduction Act (IRA) has prioritized ensuring that energy-burdened households and historically underserved communities are at the forefront of benefiting from the transition away from fossil fuels in buildings. However, despite the latest data from the National Renewable Energy Laboratory (NREL) showing that high-efficiency heat pumps and envelope improvements will lower energy costs for 95% of U.S. households, some states in the Northeast region face a concerning issue. Default electric rates in these states overcharge households with heat pumps relative to their marginal cost of service, potentially increasing energy costs for some low-income households transitioning from gas. DFC's IAM released its Draft TOR for public consultation, invites comments from stakeholders. The Independent Accountability Mechanism of the U.S. International Development Finance Corp. (DFC) is an independent office within U.S. International Development Finance Corporation that addresses concerns, complaints, or conflicts about environmental or social issues that may arise around DFC-supported projects. The IAM's Draft TOR is modelled after the tested and trusted policy of the Office of the Compliance Advisor Ombudsman (CAO), which is the independent #accountability mechanism of IFC/MIGA. The goal of this approach is to further grow our stakeholders’ confidence in DFC’s IAM. DFC’s IAM provides three services: (i) problem-solving, (ii) compliance review, and (iii) an advisory function. The Draft TOR features speedier problem-solving options, ability for affected communities to utilize their trusted representatives to lodge a request or complaint, and direct reporting line of IAM to DFC’s Board to ensure independence. On April 17, 2024, key stakeholders gathered at the IMF-World Bank Spring Meetings in Washington, D.C., to discuss the complex interrelation of debt, climate action, and development. Organized by E3G in collaboration with International Institute for Environment and Development (IIED), the Wilson Center Brazil Institute, CONCITO, and Climate Policy Initiative, this event provided a platform for a comprehensive dialogue on the intertwined issues of current debt stock and liquidity constraints impacting nations' resilience. The discussion, held under the Chatham House rule, emphasized the urgent need for tailored diagnostic tools, bold solutions outside the slow-progressing Common Debt Framework, and innovative financial instruments integrating climate considerations. The G20 Brazilian Presidency's priorities, including country platforms for mobilizing affordable finance and leveraging multilateral actors' finance and expertise, were highlighted as potential pathways for addressing these challenges.
