My focus would be on protecting sensitive information and rebuilding trust, while being empathetic and professional.

The ability to assess impact is first dependent upon data classification and labeling. For government organizations, data classifications are as follows: Top Secret, Secret, Confidential, and Unclassified. For private companies data classifications include: Public, Internal Only, Confidential, Restricted. Typically, higher data sensitivity coincides with higher risk and impact severity.
