msquic missing from packages.microsoft.com for amazonlinux 2023 #4370

Describe the bug

See https://packages.microsoft.com/amazonlinux/2023/prod/Packages/, the folder 'l' is missing.

The RPM package for amazon linux does not contain libmsquic. Libmsquic is a pre-requisite for running HTTP/3.

Steps taken to reproduce bug

Execute:

curl -sSL -O https://packages.microsoft.com/config/amazonlinux/2023/packages-microsoft-prod.rpm
rpm -i packages-microsoft-prod.rpm
yum update
yum install libmsquic

Expected behavior

Libmsquic is made available by deployment tools.

Actual outcome

Libmsquic missing on Amazon Linux 2023.
