The poor connection is expected due to being on wireless. However, a different connection is being used and you're not getting disconnected, this points to an issue with your ISP.
Did you power cycle your console after switching it to use the mobile hotspot?

It's very possible that's just due to being on a wireless connection. It would be good to hear from others on this. Otherwise, it's looking like an ISP issue.

I'd like you to run the Connection Quality Report and get me a screenshot of the overall score as well as the match history. You can find the button for that on the left side of the screen. Thanks!

Can you also get the match history? It's on the left side. You will see connection details for individual matches.
